Tax Expert: Despite Tax Cuts, IRS is Still 'Broken Beyond Fixing'

Tax expert Dan Pilla says the Tax Cuts and Jobs Act of 2017 will help many Americans pay less in taxes. But he also says the new law is not reform, and the IRS is still broken beyond fixing. He says we need to trash the system and start over.
